National Policy Contributions

FA's Representation in REDD Working Group

Ministry of Forest and Soil Conservation (MFSC), Nepal has recently constituted a National level working group on Reducing Emission from Deforestation and Degradation (REDD). ForestAction is appointed in this national REDD group by the MFSC. The Group will develop national level REDD readiness strategy including preparation of the detailed REDD proposals for the World Bank. ForestAction is actively participating in this activity.

The Group is chaired by MFSC secretary Dr. Udaya Sharma, and has representatives from ForestAction Nepal, Livelihoods and Forestry Programme, SNV Nepal, Federation of Community Forestry Users, Nepal (FECOFUN), Department of Forest Research and Survey, Department of Forest, and Nepal Federation of Indigenous Nationalaities (NFIN). The Group will develop national level REDD readiness strategy including preparation of the detailed REDD proposals for the World Bank. Nepal was selected to receive the World banks' Forest Carbon Partnership Facility Funds in preparation for REDD beyond 2012, when the possible new climate regime begins replacing the Kyoto protocol.

FA's Contribution in NPLG
ForestAction (FA) has been actively contributing to an independent policy discussion forum called ‘National Policy Learning Group (NPLG)’. Individuals from different institutions including the government, university, donor agencies, community networks, development NGOs, professional groups and policy experts are represented here. The forum was originally created in 2003 for reflective and critical assessment of forest policy process in Nepal. Although much of its discussion is focused on forest sector, the deliberation and reflections are beyond any specific sector and often deal with a wide range of public policy arenas. Though there have been ups and downs in the functioning of this forum – mainly because of the availability of funding - FA has constantly pursued such multi-stakeholder policy deliberation network through formal workshops and informal dialogues.

ForestAction in Natural Resources Confederation

As a collaborating member, ForestAction is involved in the process of establishment and consolidation of Natural Resources Confederation, the network of key grassroots based user federations in Nepal. Most of them have wider constituencies beginning from local to district and national level. The federation manages resources and launch campaign for people’s rights over these critical natural resources. Many of member federations represent user groups involved in managing diverse natural resources such as forests, irrigation, drinking water, community electricity etc. The confederation also includes grassroots campaign for land rights or rights for people around the protected areas. ForestAction has been supporting in reflective learning, setting strategic direction and develop coordination with other stakeholders.

FA Representing Task Force of Environmental Issues in the New Constitution

Task Force is formed by the participants of the workshop on Environment in relation to New Constitution in Nepal organised by CCD on April 20, 2009 for addressing “Environmental Issues in New Constitution: Opportunities and Challenges” A 9 members committee was formed. The members are representative from different organizations - United Nations Development Programme (UNDP), ForestAction Nepal, International Union for Conservation of Nature (IUCN), National Trust for Nature Conservation (NTNC), Indigenous Nationalities, Pro Public, National Association of VDCs in Nepal (NAVIN) and Youth Network for Social and Environmental Development (YONSED). Jailab Rai from ForestAction is representing this task force. Task force is formed to provide environmental inputs in the new constitution making process.
